Section 38. No basement or cellar or room, or rooms, in any dwelling or rooming-house shall be used as a paint- or oil-shop, or for any kind of a store where highly combustible materials or goods are kept, unless the same conform to the rules and regulations of the Board or Bureau of Health approved by select council.
