Section 19. Prioritization of public improvement projects.
The public improvement projects authorized in this act shall be prioritized by the Department of General Services in such manner as to ensure that at least 25% of the total financial cost of public improvement projects approved for design and/or construction in any one fiscal year shall be for new construction projects, and at least 25% of the total financial cost of public improvement projects approved for design and/or construction in any one fiscal year shall be for the major renovation and retrofit of existing facilities.
