Section 1. Route designation.
That section of Traffic Route 8 situate in Venango County beginning on the western boundary line of the City of Franklin and Sandycreek Township north of U.S. Traffic Route 62 to the interchange at Interstate Route 80 is hereby designated and shall be known as the Richard C. Frame Memorial Highway.
