Section 3. The sum of fifteen thousand dollars ($15,000), or so much thereof as may be necessary, is hereby specifically appropriated to the Department of Agriculture for the payment of the compensation and expenses of the Expert Tree Crops Advisor herein appointed and other incidental expenses necessary to carry out the purposes of this act, for the fiscal biennium commencing the first day of June, one thousand nine hundred forty-nine.
