Section 2. The deeds to the purchasers shall contain such covenants, running with the land, as shall in the opinion of the Old Philadelphia Development Corporation be necessary for the preservation of the aforesaid historical character of the houses. All rehabilitation plans shall be approved by the Philadelphia Historical Commission.
