Section 1. Interfund transfers.
(a) The balance of any funds currently being held in accounts in the Capital Facilities Fund designated for State Highway and Bridge Authority projects and Advanced Construction Interstate projects are hereby transferred to accounts within the fund designated for highway projects of the Department of Transportation.
(b) The balance of any funds currently being held in accounts in the Capital Facilities Fund designated for site development projects of the Pennsylvania Infrastructure Investment Authority (PENNVEST) are hereby transferred, after the payment of all outstanding cost of issuance expenses, to the Pennsylvania Infrastructure Investment Bond Authorization Fund and are hereby appropriated to implement the provisions of the act of March 1, 1988 (P.L.82, No.16), known as the Pennsylvania Infrastructure Investment Authority Act.
