Section 1. Be it enacted, &c., That the Commissioner of Health be, and he is hereby, authorized to assign some one employed in the Department of Health to approve for payment, on his behalf, vouchers for the payment of moneys, with the same force and effect as if approved and signed by the said Commissioner of Health.
