Section 11. Regulations by Board.--The board after at least one public hearing shall prescribe reasonable regulations for its conduct, and for the examination and licensing of applicants to practice or teach cosmetology, for temporary licenses to be issued by the department, and generally for the conduct of persons, copartnerships, associations or corporations affected by this act.
