Section 1. The question of incurring indebtedness of $300,000,000 for loans for the repair, construction, reconstruction, rehabilitation, extension and improvement of community water supply systems, and for the repair, reconstruction or rehabilitation of flood control facilities, dams and port facilities shall be submitted to the electors at the next primary, municipal or general election following enactment of this act.
