Section 5. Proceeds of borrowing shall be used through loans to provide for repairs, construction, reconstruction, rehabilitation, extension and improvement of water supply systems, and for the repair, reconstruction and rehabilitation of flood control facilities, dams and port facilities necessary to insure compliance with State and Federal health and safety standards and to promote the Commonwealth's economic development.
