Rules and regulations for Eleanor Slater hospital

The director of the department shall establish, in the director’s discretion, rules for the government of the Eleanor Slater hospital, regulations for the admission of patients, and shall generally be vested with all the powers necessary for the proper carrying on of the work entrusted to him or her.
