(a) Notwithstanding any other provision of this chapter, the penalties provided for in § 5-38.4-1 shall be imposed whenever anyone is found to be in violation of § 5-38.4-4.
(b) It is the duty of the state police and the police of the city of Cranston to enforce this section.
