Benefit versus cost analysis required

The governing body shall analyze each project and compare the total benefits to be achieved with the anticipated cost of the project. Projects shall be considered if the analysis indicates that the total benefits are greater than the cost of the project. Source: SL 1989, ch 388 , § 23.
