(1) This chapter shall apply:(1) In any county having a metropolitan form of government that has a population in excess of five hundred thousand (500,000), according to the 2000 federal census or any subsequent federal census;(2) In any county having a population in excess of eight hundred thousand (800,000), according to the 2000 federal census or any subsequent federal census;(3) In any county having a population of not less than ninety-eight thousand two hundred (98,200) nor more than ninety-eight thousand three hundred (98,300), according to the 2010 federal census or any subsequent federal census;(4) In any county having a population of not less than sixty thousand nine hundred (60,900) and not more than sixty-one thousand (61,000), according to the 2020 federal census or a subsequent federal census; and(5) In any county or municipality that has formed a land bank pursuant to § 13-30-104.

(3) In any county having a population of not less than ninety-eight thousand two hundred (98,200) nor more than ninety-eight thousand three hundred (98,300), according to the 2010 federal census or any subsequent federal census;
(4) In any county having a population of not less than sixty thousand nine hundred (60,900) and not more than sixty-one thousand (61,000), according to the 2020 federal census or a subsequent federal census; and
(5) In any county or municipality that has formed a land bank pursuant to § 13-30-104.
