(1) If the person is indigent and is not eligible for payment for service under any other governmentally or privately funded system, the department shall provide for the outpatient services. The person is responsible for payment for the services, if:(1) The person is not indigent; or(2) The person is eligible for payment for services under any other governmentally or privately funded system.
