(a) The commission shall:(1) Meet as necessary to transact business; provided, that meetings must be held at least quarterly, and the first meeting must be held no later than November 1, 2025; and(2) Meet at such time and place as determined by the co-chairs of the commission announced at least one (1) month in advance of meetings with notice to each member.

(b) Written minutes must be kept of all commission meetings.
(c) Eleven (11) commission members constitute a quorum for the transaction of any business.
