(a) The commissioner of safety has the authority to establish and to promulgate such rules and regulations governing the administration and operation of the department as may be deemed necessary by the commissioner and that are not inconsistent with the laws of this state.
(b) All federal aid as defined by § 4-4-116(a) received or used by the department must be acquired and used subject to the requirements of § 4-4-116.
