(a) The council shall enforce this part and supervise compliance with laws and rules relating to the regulation and control of wagering on sporting events in this state.
(b) The council shall promulgate rules in accordance with this part and the Uniform Administrative Procedures Act, compiled in title 4, chapter 5.
