(1) This chapter shall not apply to:(1) Any person applying for benefits who:(A) Lacks the mental capacity to commit perjury under oath; and(B) Has not been judicially appointed a guardian or conservator;(2) Legal services provided by a district public defender, court-appointed counsel, or other counsel for indigent services;(3) Prenatal care administered by the department of health; or(4) The special supplemental food program for women, infants and children administered by the department of health.
