(1) This chapter provides financial incentives to counties to house additional nondangerous felony offenders locally. The purpose of the chapter is to mutually benefit state and county governments by:(1) Helping alleviate overcrowding in state correctional facilities and reducing high operation costs; and(2) Assisting counties in upgrading local correctional facilities and programs.
