(a) The department of education shall be organized in divisions that the commissioner, with the approval of the governor, finds necessary, except that there shall be a division of college, career, and military readiness, the head of which shall be an assistant commissioner. The assistant commissioner for college, career, and military readiness shall be responsible for the management of all college, career, and military readiness matters as governed by federal and state policies, guidelines, rules, and regulations.
