(a) The state board shall establish a review committee for the TISA. The committee must be composed of the executive director of the state board, or the executive director's designee; the commissioner of education, or the commissioner's designee; the commissioner of finance and administration, or the commissioner's designee; the comptroller of the treasury, or the comptroller's designee; the director of the Tennessee advisory commission on intergovernmental relations, or the director's designee; the chair of the education committee of the senate, or the chair's designee; the chair of the education committee of the house of representatives, or the chair's designee; and the director of the office of legislative budget analysis, or the director's designee. Designees serve as nonvoting members of the committee. The committee may convene a meeting with a majority of all members present, including one (1) or more designees, but a quorum of all voting members of the committee is required to transact any business requiring a formal vote of the committee. The state board shall appoint at least one (1) member from each of the following groups to serve on the TISA review committee: teachers, school boards, directors of schools, county governments, municipal governments that operate LEAs, finance directors of urban school systems, finance directors of suburban school systems, and finance directors of rural school systems. The TISA review committee shall meet at least four (4) times per year and shall regularly review the TISA base funding, weighted allocations, direct allocations, and outcome incentive dollars, as well as identify any needed revisions, additions, or deletions to the TISA. The TISA review committee shall prepare an annual report on the TISA and shall provide the report, on or before November 1 of each year, to the governor, the state board of education, the finance, ways and means committees of the senate and the house of representatives, the education committee of the senate, and the education administration committee of the house of representatives. The report must include recommendations on needed revisions, additions, and deletions to the TISA, as well as an analysis of instructional salary disparity among LEAs, including an analysis of disparity in benefits and other compensation among LEAs.
(b) Before November 1, 2026, the committee shall:(1) Review how economically disadvantaged students have been identified in this state in each of the immediately preceding ten (10) years, including how economically disadvantaged students were identified in the general appropriations acts for fiscal years 2025 and 2026;(2) Review how other states identify and fund economically disadvantaged students in public schools; and(3) Include in the annual report submitted on or before November 1, 2026, pursuant to subsection (a), recommendations for how this state may revise the ways in which it identifies economically disadvantaged students to ensure this state is accurately identifying the students in need of additional resources and recommendations for how this state may better support economically disadvantaged students through the TISA.
(1) Review how economically disadvantaged students have been identified in this state in each of the immediately preceding ten (10) years, including how economically disadvantaged students were identified in the general appropriations acts for fiscal years 2025 and 2026;
(2) Review how other states identify and fund economically disadvantaged students in public schools; and
(3) Include in the annual report submitted on or before November 1, 2026, pursuant to subsection (a), recommendations for how this state may revise the ways in which it identifies economically disadvantaged students to ensure this state is accurately identifying the students in need of additional resources and recommendations for how this state may better support economically disadvantaged students through the TISA.
