(1) The commissioner of transportation is authorized to promulgate rules not inconsistent with federal law:(1) Regulating the equipment required for vehicles as a condition to using the system of state highways to assure safety of motorists; and(2) Establishing particular highways upon which commercial motor vehicles may operate.
