(1) As used in chapters 1-4 of this title, unless the context otherwise requires:(1) “Board” means the mayor and the aldermen;(2) “Department head” means the city administrator, city recorder, treasurer, police chief and any other department heads appointed by the board or mayor;(3) “Officer” means the mayor, aldermen, city attorney and city judge;(4) “This charter” refers to chapters 1-4 of this title; and(5) “Ward” means a geographical subdivision of the municipality established for the purpose of securing representation on the board.
