Access roads must be constructed and maintained in accordance with all applicable local, state, and federal laws, rules, and regulations, including, but not limited to, the requirements of the Water Quality Control Act of 1977, compiled in title 69, chapter 3, part 1, and applicable rules promulgated by the board.
