(a) The council consists of the following members:(1) The commissioner of transportation;(2) The commissioner of commerce and insurance;(3) The commissioner of environment and conservation;(4) The commissioner of economic and community development;(5) The commissioner of finance and administration;(6) The commissioner of general services; and(7) Any other commissioner or executive branch official designated by the governor whose participation the governor determines necessary to carry out the purposes of this part.

(b) A member may designate a representative from the member's department or agency to serve as the member's designee.
