(a) This part does not:(1) Transfer regulatory authority from a department or agency of state government to the council; or(2) Limit the statutory authority of a department or agency to regulate activities within the jurisdiction of the department or agency.

(b) A department or agency retains the authority granted to the department or agency under existing law to approve, deny, or condition permits or approvals required for a project.
