(1) For the purposes of facilitating the construction, operation, and maintenance of a transit project on local government-owned property, the board may execute a contract, lease, memorandum of understanding, work order, or other agreement with:(1) A state department or agency to perform any function, power, or authority of the department or agency under the supervision of the respective department or agency; and(2) An operator to perform any function relative to the design, construction, operation, and maintenance of a transit project by the operator. The board is exempt from the requirements of title 4, chapter 56, and the requirements of title 12, chapters 3 and 4, for purposes of executing the contract, lease, or agreement.
