Sec. 1704.157. PRELIMINARY DETERMINATIONS. Before a hearing on an application, a board or a board's authorized representative shall determine whether the applicant: (1) possesses the financial resources to comply with Section 1704.160; and (2) satisfies the other requirements of this chapter.
