Sec. 22.103. ASCERTAINMENT OF FACTS. The court of criminal appeals may ascertain, on affidavit or otherwise, the matters of fact that are necessary to the exercise of its jurisdiction. Acts 1985, 69th Leg., ch. 480, Sec. 1, eff. Sept. 1, 1985.
