Sec. 2306.511. DEFINITION. In this subchapter, "individual with special needs" means an individual who: (1) is considered to be an individual having a disability under a state or federal law; (2) is elderly; (3) is designated by the board as experiencing a unique need for decent, safe housing that is not being met adequately by private enterprise; or (4) is legally responsible for caring for an individual described by Subdivision (1), (2), or (3) and meets the income guidelines established by the board.
