Tex. Local Government Code § 321.024

Sec. 321.024. CERTIFICATE OF APPOINTMENT. A certificate of appointment executed by the county judge and attested by the county clerk shall be filed with the county clerk. The certificate is conclusive evidence of the proper appointment of the commissioner. Acts 1987, 70th Leg., ch. 149, Sec. 1, eff. Sept. 1, 1987.
