Sec. 371.041. PLANNING; FUNDING. A municipality may compile statistics, conduct studies, and formulate plans related to future growth and development of the municipality. The municipality must pass an ordinance authorizing the expenditure of funds for those purposes before making the expenditures. Acts 1987, 70th Leg., ch. 149, Sec. 1, eff. Sept. 1, 1987.
