Sec. 3885.152. BOARD DETERMINATION REQUIRED. The district may not undertake an improvement project unless the board determines the project: (1) is necessary to accomplish a public purpose of the district; and (2) complies with the development agreement or the parties to the development agreement agree to the project, in writing.
