Sec. 3902.201. DIVISION OF DISTRICT; PREREQUISITES; CITY APPROVAL. The district may be divided into two or more new districts only if: (1) the district has no outstanding bonded debt; and (2) three-fourths of all members of the governing body of the city approve of each division.
