Sec. 4151.251. DEFINITION. For purposes of this subchapter only, "insurance carrier" means: (1) an insurance company; or (2) a certified self-insurer for workers' compensation insurance, other than a certified self-insurance group under Chapter 407A, Labor Code, or a governmental entity that self-insures.
