Sec. 451.103. OPERATING EXPENDITURES. An authority may not spend for operations money in excess of the total amount specified for operating expenses in the annual operating budget. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
