Sec. 541.404. HEARING ON PETITION. (a) A hearing held by the department in response to a petition to adopt, amend, or repeal a rule must be open to the public. (b) At the hearing, any person may present to the department in writing or orally testimony, data, or other information regarding the act or practice under consideration.
