Sec. 55.173. REGISTRATION. (a) A person may not provide pay telephone service in this state unless the person is registered with the commission. (b) This section does not apply to a provider who holds a certificate of convenience and necessity. Acts 1997, 75th Leg., ch. 166, Sec. 1, eff. Sept. 1, 1997.
