Sec. 78.004. ELIGIBILITY TO SIGN PETITION. In order to sign a petition under this chapter, a person must: (1) hold title to land located in the district or proposed district; (2) be 18 years of age or older; and (3) reside in a county all or part of which is located in a district or proposed district.
