Sec. 21.103. COMMISSION VOTE REQUIRED FOR GRANT OR LOAN. Under this subchapter, the commission may not make: (1) a grant unless two-thirds of the entire commission votes in favor of the grant; or (2) a loan unless a majority of the entire commission votes in favor of the loan.
