Sec. 282.004. CONTRACT AUTHORIZED. The commissioners court may contract with the franchisee to finance, construct, own, maintain, and operate a toll underpass or tunnel and any approach. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
