Sec. 283.002. APPLICABILITY. This chapter applies only to a county that: (1) borders on the Gulf of Mexico; and (2) has a population of at least 20,000 as determined before the issuance of bonds under this chapter. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995.
