Sec. 54.201. CERTIFICATION PROHIBITED. The commission may not grant to a municipality a: (1) certificate of convenience and necessity; (2) certificate of operating authority; or (3) service provider certificate of operating authority. Acts 1997, 75th Leg., ch. 166, Sec. 1, eff. Sept. 1, 1997.
