Sec. 5.051. COMMISSION. (a) The Texas Commission on Environmental Quality is created as an agency of the state. (b) Effective January 1, 2004, a reference in law to the Texas Natural Resource Conservation Commission is a reference to the Texas Commission on Environmental Quality.
