10-3-717. Purpose of resolutions.
Unless otherwise required by law, the governing body may:
(1) exercise all administrative powers by resolution including: establishing water and sewer rates; establishing charges for garbage collection and fees charged for municipal services; establishing personnel policies and guidelines; and regulating the use and operation of municipal property; and
(2) not impose a punishment, fine, or forfeiture by resolution.
