17-76-204. Duty of commission -- Provide for unspecified activities.
(1) The commission shall be responsible for: implementing this part; and making all necessary rules: not in conflict with this part; and as may be necessary to implement this part.
(2) The commission shall make a rule for an activity within the purpose and spirit of this part that: the commission deems necessary and proper; and is not specifically provided by this part.
