20A-3a-202.5. Receiving a ballot by mail -- Making a request -- Termination or expiration of a request -- Renewing a request.

(1) As used in this section, "request to receive a ballot by mail" means to make a request as described in Subsection. (2)

(2) An individual may request to receive a ballot by mail by: making the request on a voter registration form; making the request when the individual applies for or renews the individual's driver license or state identification card; making the request via the electronic system described in Section; or 20A-2-206 making the request when the voter votes in person.

(3) An election officer shall, when mailing ballots to voters under Section, mail a ballot to each registered voter who: 20A-3a-202 for an election held before January 1, 2029, is an active voter, unless the voter requests to stop receiving a ballot by mail; or except as provided in Subsection, for an election held on or after January 1, 2029: (4) is an active voter; and has, in accordance with Subsection, made a request to receive a ballot by mail. (2)

(4) For an election held on or after January 1, 2029, an election officer may not mail a ballot to an individual who: following the individual's most recent request to receive a ballot by mail: requests to stop receiving ballots by mail; or does not vote in an election during a period that includes two consecutive regular general elections; or has not, within eight years before the day on which the election officer mails the bulk of the ballots for an election, made a request to receive a ballot by mail.

(5) This section may not be applied in a manner that conflicts with Chapter 16, Uniform Military and Overseas Voters Act.
