4-21-106. Exemption from certain operational requirements.
(1) The council is exempt from:; Title 51, Chapter 5, Funds Consolidation Act; Title 63A, Utah Government Operations Code, but the council shall adopt procedures to ensure that the council makes purchases: Title 63G, Chapter 6a, Utah Procurement Code in a manner that provides for fair competition between providers; and at competitive prices;; and Title 63J, Chapter 1, Budgetary Procedures Act. (2) The council is subject to:; Title 51, Chapter 7, State Money Management Act; Title 52, Chapter 4, Open and Public Meetings Act Section; 67-3-12; Title 63G, Chapter 2, Government Records Access and Management Act other Utah Code provisions not specifically exempted under Subsection; and 4-21-106(1) audit by the state auditor pursuant to, and by the legislative auditor pursuant to Section.
