63G-6a-704. Processing of proposals -- Changes to proposals not allowed.
(1) A procurement unit: shall accept proposals as provided in the request for proposals; may not open a proposal until after the deadline for submitting proposals; and may not disclose the contents of a proposal to the public or to another offeror, except as provided in Subsection. 63G-2-305(6)
(2) A person who submits a proposal may not, after the deadline for submitting proposals, make a change to the proposal if the change is prejudicial to: the interest of the procurement unit; or fair competition.
